
LEGAZPI CITY — The Philippine National Railways (PNR) and five government agencies signed an agreement on Monday to strengthen railway safety in the Bicol Region as the government moves to modernize rail transport in Southern Luzon.
The Inter-Agency Memorandum of Agreement (MOA) seeks to institutionalize a railway safety campaign through coordinated efforts to improve public awareness, enhance safety along railway corridors, and support the sustainable operation of railway services in the region.

It also formalizes the partnership between the PNR and the Region V offices of the Department of the Interior and Local Government (DILG), Philippine National Police (PNP), the Land Transportation Office (LTO), the Land Transportation Franchising and Regulatory Board (LTFRB), and the Department of Tourism (DOT).

DILG Bicol director Arnaldo E. Escober Jr. said the agency would work closely with local governments in implementing programs that promote railway safety and protect communities.
PNR General Manager Deovanni Miranda said the agreement reflects the agencies’ commitment to improve train safety while supporting the national government’s transportation modernization program.
“We did not just sign a piece of paper; we forged an unbreakable covenant of safety, progress, and shared responsibility,” Miranda said.
He said the initiative supports President Ferdinand Marcos Jr.’s directive to modernize the country’s transportation system and is aligned with the Department of Transportation’s goal of developing a safe, integrated, efficient, and resilient railway network.
Miranda said the railway safety campaign would help build a disaster-resilient transport system by protecting railway infrastructure and commuters./coa
