Indonesian govt speeds land certification in transmigration areas

Jakarta (ANTARA) - The Indonesian Ministry of Transmigration is accelerating land certification in transmigration areas through its Trans Tuntas program to strengthen legal certainty, attract investment, and boost economic development, Deputy Minister Viva Yoga Mauladi said.

The program aims to resolve land disputes and speed up the issuance of land ownership certificates for transmigrants, providing legal certainty over land use, according to an official statement released on Wednesday.

Viva made the remarks during a visit to Sukoharjo Village in Lahat District, South Sumatra, on Monday to inaugurate school construction and rehabilitation projects in a transmigration area.

He said secure land ownership would encourage business activity, raise investor confidence, and support stronger economic growth in transmigration communities.

Several transmigration areas, including the Kikim Transmigration Area in Lahat District, still face overlapping claims within forest areas and uncertified land parcels, he said.

Resolving those issues is crucial to providing legal certainty, increasing community asset values, and expanding access to financing and business development, he added.

Under the Trans Tuntas program, the ministry issued 13,248 land ownership certificates to transmigrants across 22 provinces in 2025 after years of unresolved legal status.

In 2026, the ministry aims to issue another 11,288 land ownership certificates across 61 transmigration sites through the same program.

The ministry also plans to inventory land management rights at 50 locations in 13 provinces, covering 217,043.26 hectares.

Viva said Indonesia has shifted its transmigration policy from a top-down approach to a bottom-up model based on proposals and development priorities from local governments.

Beyond land reform, the ministry is strengthening human capital in transmigration areas through school rehabilitation projects conducted with the Ministry of Primary and Secondary Education.
