
MANILA, Philippines — The Department of Transportation (DOTr) has received an unmodified opinion after more than 30 years from the Commission on Audit (COA) for fiscal year 2025.
An unmodified or unqualified opinion is issued when the auditor concludes the financial statements of an agency are prepared according to the applicable financial reporting framework, according to COA.
“After more than 30 years, the DOTr has once again received an Unmodified Opinion from the COA under the leadership of Secretary Giovanni Lopez,” DOTr said in a statement on Thursday, July 16.

According to the DOTr, the honor reflected the consolidated financial statements of the agency in 2025.

The DOTr added that the recognition also showed its commitment in ensuring government funds are allocated to transport infrastructure projects across the country and its attached agencies.
“The DOTr is one of the largest government agencies with a substantial budget. This demonstrates that the DOTr values the trust the government has placed in it to properly utilize the allocated funds,” DOTr said. /das
