
BACOLOD CITY—Police took down in rapid succession the three suspects in the alleged robbery and brutal killing of American national Kent Edward Carpenter in Sibulan, Negros Oriental, on Sunday, the Police Regional Office-Negros Island Region (PRO NIR) reported on Thursday.
Police first arrested two suspects and secured the surrender of a third in a coordinated crackdown, spearheaded by the Special Investigation Task Group (SITG) “Carpenter” and the Negros Oriental Police Provincial Office (NOrPPO), between the late-night hours of Wednesday and the early morning of Thursday.

The dragnet began when police operatives cornered and arrested 26-year-old Mark Bucog Oracoy of Purok 5, Barangay Ajong, Sibulan at around 9:56 p.m.on Wednesday. Less than an hour later, at around 10:35 p.m., authorities arrested 40-year-old Jal Piañar Filipinas of neighboring Purok 6 in Sibulan.

The third suspect, 21-year-old Ciem Mansing Diputado of Purok 2, Barangay Ajong, voluntarily surrendered to authorities at around 4:06 a.m. Thursday.
All three suspects are currently in police custody undergoing standard documentation and legal procedures, with officials noting they were duly apprised of their constitutional rights under the Miranda Doctrine in a language they understood, the PRO NIR said.
Brig Gen. Romano V. Cardiño, PRO NIR director, lauded the operating units for their professionalism and swift coordination, assuring the victim’s family, the public, and the foreign community that justice will be served.
While these major arrests mark a significant milestone for law enforcement, Cardiño emphasized that the case remains under active investigation. Follow-up operations continue to track down a remaining fourth suspect who was identified by the detained men and is still at large. /coa
