
Momentum has strongly criticised the Planning Authority’s decision to sanction 20 illegally built padel courts on Manoel Island and approve the construction of another 10, arguing that the site should be preserved as a public space rather than used for private commercial interests.
In a statement, the party said the decision goes against the government’s repeated promises that Manoel Island would be transformed into a national park accessible to everyone.
Momentum pointed out that taxpayers have already spent around €43 million for the government to regain control of the island following years of public campaigning, arguing that the land should now be planned in the public interest.
The party also criticised the Planning Authority’s €25,000 planning gain contribution, describing it as insignificant compared to the commercial value of the development and the strategic importance of the site.
Momentum leader Arnold Cassola questioned why public land was once again being made available for commercial activity.
“If taxpayers spent €43 million to recover Manoel Island for the public, why is public land once again being made available for private commercial exploitation?” he asked.
Cassola also accused the Planning Authority of reinforcing a “build first, sanction later” culture, arguing that approving illegal developments undermines public confidence in Malta’s planning system.
Momentum called on the government to publish all agreements relating to the site and clarify the legal basis on which the commercial activity is being allowed, while insisting that no further commercial development should take place before a transparent masterplan for Manoel Island is finalised.
The party ended its statement by reiterating that “Manoel Island belongs to the people of Malta”, insisting it should remain an accessible public space for future generations rather than one prioritising private commercial interests.
