Power that the Constitution reserves exclusively to the President of the Republic

President Sergio Mattarella on
Thursday received Justice Minister Carlo Nordio to clarify the
limits on the minister's powers regarding the granting of
pardons after Nordio opened proceedings to pardon a jeweler
whose prison term of 14 years and nine months for shooting dead
two fleeing robbers and wounding a third after a heist at his
shop in 2021 was upheld by the supreme court on Wednesday,
making the verdict definitive.
Mattarella stressed that that the Constitution reserves such
powers exclusively to the President of the Republic, as
confirmed by a Constitutional Court with Ruling 200 of 2006, a
statement from the presidential palace said.
The term handed to Mario Roggero, 72, sparked widespread dismay
and the parliamentary whips of the ruling majority's parties had
launched a petition calling on the justice ministry to request a
pardon for him.
Defence Minister Guido Crosetto, a senior member of Premier
Giorgia Meloni's right-wing Brothers of Italy (FdI) party, said
via X that "every possibility should be explored" to enable
Roggero to return home, arguing the verdict was "unjust,
incomprehensible, and difficult to accept".
Roggero's brother Dante Roggero said the jeweler would turn
himself in when the incarceration request is made official.
