
MANDAUE CITY, Cebu — The Department of Migrant Workers (DMW) ordered the closure of two establishments in Cebu during an operation on Friday, June 5, after they were allegedly found engaging in illegal recruitment activities.
The operation forms part of the agency’s intensified campaign against illegal recruitment and human trafficking.
The closed establishments were identified as JLPT/JFT Training and Assessment Center, located along A.S. Fortuna Street in Barangay Bakilid, Mandaue City, and Anaya USA Visa Consultancy in Barangay Mabolo, Cebu City.

According to a DMW social media post, JLPT/JFT allegedly offered Japanese language training and promised overseas employment opportunities in Japan as dairy farmers, caregivers, and cleaners, with salaries reportedly ranging from P50,000 to P100,000 per month. Applicants were allegedly required to pay a training fee of around P28,500.
The agency also said that Anaya USA Visa Consultancy allegedly offered seasonal agricultural jobs in the United States, including farm work and food processing, with promised salaries of USD 14 to USD 18 per hour, along with benefits such as free housing, transportation, insurance, and meals.
However, the DMW said the consultancy allegedly charged processing fees ranging from P150,000 to P300,000, in addition to medical and other documentary expenses.

The DMW said both establishments were found to be operating without the necessary license or authority to conduct recruitment activities for overseas employment. Closure Orders No. 13 and 14, Series of 2026, were issued against them.
The agency added that possible charges for illegal recruitment will be filed against those involved and that their names may be included in the DMW’s list of persons and entities with derogatory records.
The DMW urged possible victims to coordinate with its Region VII office or the Migrant Workers Protection Bureau for legal assistance.
