
CEBU CITY, Philippines — The Cebu Provincial Government has launched a digital system that allows the public to monitor infrastructure projects and aims to streamline the processing of payments to contractors as part of efforts to improve transparency and efficiency at the Capitol.
Governor Pamela Baricuatro formally launched the Cebu Infrastructure Projects Management and Monitoring System (CIPMMS) on Monday, June 8.
According to the Provincial Government, the system includes an online portal where residents can view the status of infrastructure projects and submit feedback through an embedded validation mechanism.

The portal, accessible through the province’s website at https://sugbosys.cebu.gov.ph/projects, allows the public to track ongoing projects and raise concerns or observations regarding their implementation.
Public access and monitoring
Provincial officials said the online platform is intended to improve monitoring and make information on infrastructure projects more accessible to the public.
During the launch, Cebu Provincial Administrator Joseph “Ace” Durano said the system represented another step in the province’s efforts to strengthen governance and adapt to an increasingly digital environment.
He said public institutions have a responsibility not only to deliver projects, but also to ensure accountability and measurable results.
According to Durano, systems such as CIPMMS help strengthen public trust by improving monitoring and transparency in the implementation of government projects.

Baricuatro also acknowledged the Provincial Planning and Development Office, the Information and Communications Technology Office, and other Capitol departments involved in developing the system.
Officials and representatives from national government agencies and partner institutions attended the launch ceremony.
Faster processing
Provincial officials said the revamped workflow under CIPMMS has shortened the processing period for contractor payments.
From the filing of project proposals up to the release of checks, the processing period has been reduced from 214 calendar days to 137 calendar days.
Baricuatro said the system forms part of efforts to address delays and improve service delivery within the provincial government.

“By shortening timetables, identifying and eliminating gaps, increasing systems monitoring, and recalibrating process flows, we have done the Cebuano people a great service,” the governor said.
She added that other government processes would also undergo similar reviews and streamlining.
Expansion to other services eyed
Baricuatro said the launch of the infrastructure management system marks only the start of a broader effort to improve government processes.
Among those being considered for streamlining is the Capitol’s Assistance for Individuals in Crisis Situations (AICS) program, which provides medical, burial, and other forms of assistance.
According to the governor, the provincial government intends to review and simplify additional procedures to make services easier and faster to access.
Provincial officials said the system forms part of the Capitol’s efforts to strengthen transparency, accountability, coordination among offices, and digitalization in government operations.
The initiative also seeks to reduce delays and process gaps and improve monitoring mechanisms within the provincial government.
