
LUCENA CITY, Quezon – Operatives of the Land Transportation Office (LTO) and police arrested four alleged fixers during an entrapment operation in Biñan City, Laguna, on Tuesday.
In a report, the LTO-Calabarzon said personnel from its Cabuyao City District Office, in coordination with agents of the Criminal Investigation and Detection Group (CIDG)-Laguna, apprehended the suspects after they were allegedly caught offering renewal of driver’s licenses in exchange for money.

According to the report, authorities conducted an entrapment operation in which an undercover police officer posed as a motorist seeking assistance in renewing a driver’s license.

The suspects were immediately arrested by operatives stationed in the area after they allegedly accepted the marked money as payment for the illegal transaction.
Recovered from the suspects were marked money, boodle money, copies of LTO official receipts, and Temporary Operator’s Permits (TOP), which authorities said would be used as evidence in the filing of charges.
Elmer Decena, LTO-Calabarzon regional director, said the agency would continue intensifying its campaign against fixers who undermine the integrity of government services.
“There is no place for fixers in the LTO. We will continue to work closely with our partner law enforcement agencies to hold accountable anyone who takes advantage of the public and to ensure that every transaction in the agency is legal, fair, and transparent,” Decena said.

The four suspects are facing charges for alleged violation of Section 21(h) of Republic Act No. 11032, or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018.
The LTO also urged the public to avoid dealing with fixers and instead transact only through official agency channels to prevent legal complications and help uphold the integrity of public service./coa
