
MANDAUE CITY, Cebu — A proposed ordinance prohibiting the sale, distribution, purchase, transfer, and possession for sale of pre-registered SIM cards in Mandaue City has passed on first reading before the City Council. The proposed “Mandaue City Anti-Pre-Registered SIM Card Ordinance of 2026” seeks to strengthen the implementation of Republic Act No. 11934 by imposing penalties on sellers and buyers of pre-registered SIM cards.
