
MANDAUE CITY, Cebu — Flood control projects in Barangays Banilad and Tipolo in Mandaue City are nearing completion.
Mayor Thadeo “Jonkie” Ouano said that the project as A.S. Fortuna Street, is around 90 percent complete, with only minor works, such as the closure of a box culvert, still pending.
He noted that improvements in major waterways have helped reduce flooding complaints, particularly along A.S. Fortuna Street, where drainage upgrades are now close to completion.

He said improvements have already been observed in the area, with floodwaters no longer reaching previous levels during heavy rainfall.
Once the remaining works are completed, water flow in affected areas is expected to improve further, especially during periods of heavy rainfall.
Meanwhile, the flood control project near Lopez Jaena Street in Barangay Tipolo is about 55 percent complete.
Collaboration between city, DPWH
The flood control projects in Barangays Banilad and Tipolo in Mandaue City are being implemented by the Department of Public Works and Highways (DPWH), with support from the city government through coordination, monitoring, and project acceleration.
For Barangay Tipolo, Ouano said that the DPWH has also sought the city’s assistance because a portion of a warehouse at the shipyard needs to be demolished, but the cost was not part of the agency’s budget.
He said the city is exploring ways to shoulder the expenses to help expedite the project so it can be completed within a year, allowing floodwaters to subside more quickly.

“We are doing everything we can in the fastest possible way. Time immemorial na man ni nato nga problema ng A.S Fortuna and Tipolo, gipangitaan og solusyon which is naa na nagpadayon; hopefully this year, masulbad nato dinha nga areas,” said Ouano.
(We have had this problem in A.S. Fortuna and Tipolo for a really long time. We have sought a solution and it is being implemented. Hopefully, this year, we will solve the problem in those areas.)
The city is also addressing possible flooding in other vulnerable areas, including near InnoData in Barangay Subangdaku, where coordination with private partners has opened drainage through adjacent properties to improve water outflow.
Persistent challenge
Ouano emphasized that flood management remains an ongoing challenge, noting that flooding may still occur during heavy rains. But he said it is expected to subside more quickly due to ongoing improvements in drainage systems and waterways.
“Kun magbaha manggale, dali na mo-subside. Dili ko mosulti nga dili na gyud magbaha,” said Ouano.
(If flooding does occur, the waters will quickly subside. I will not say there will be no more floods.)
He also stressed that sustained cleanliness efforts, including regular cleanup drives and proper waste disposal, remain essential in preventing blockages that contribute to flooding. The mayor also called for cooperation from the community.
